Shooting images right after a rain, when the streets are still wet, gives photos that added snap and contrast to the scene that you wouldn't get when the streets are dry.
The reason is that dry streets are a dull shade of gray and visually boring. However, when asphalt is wet it glistens and appears as a deep, bottomless mirror like surface. In addition, while shooting wet, look for spots of color; perhaps someone wearing a bright yellow slicker or raincoat after the storm. A bright color, coupled with your wet streets, will enhance your image and give some pizzaz to the shots. Furthermore, look for reflections on your wet streets of people, buildings,etc.
Therefore, stay dry but shoot wet.
